She has served in senior roles across nonprofits, public agencies, and school systems—bridging the gap between government institutions and the communities they serve.

As founder of Dr. Claire SPEAKS!™, she helps leaders understand the human, cultural, and organizational factors affecting well-being, trust, retention, accountability, and performance. Her work combines mental health expertise, leadership psychology, organizational strategy, neuroscience-informed insight, and equity-centered design.
Dr. Green-Forde also brings extensive experience in criminal-legal systems, advocacy, policy, and systems change. Through keynotes, workshops, and strategic advisement, she helps organizations build healthier cultures where care, accountability, and performance can coexist.
Doris B. Cohen, Vice President of Data & Analytics, SoundThinking
Dr. Doris B. Cohen leads efforts to help public safety agencies translate complex data into actionable insight. With more than 25 years of experience—including roles as a crime analyst with the City of Palo Alto and City of East Palo Alto—she brings deep expertise in analytics, investigations, and operational workflows. Dr. Cohen holds a Doctor of Education in Organizational Change and Leadership from USC Rossier School of Education and is known for bridging the gap between data systems and real-world public safety decision-making.
Dr. Joelle Lee Silcox, Public Safety Pracademic, Implementation Strategist, and Analytics Executive
Dr. Joelle Lee-Silcox is a criminologist and public safety strategist with more than 30 years of experience in operations, research, training, communications, and management. As former Chief of Staff for the Miami Police Department, she supported strategic planning, grants, crime and intelligence analysis, RTCC and CGIC operations, technology evaluation, training, and violence-reduction initiatives.
She previously served as Senior Implementation Strategist at the Center for Policing Equity and now leads Strategic Insights and Analytics at The ARISE Group, focusing on operational improvement, community needs, violence reduction, and cross-sector collaboration.
Dr. Lee-Silcox holds a Ph.D. in International Crime and Justice from Florida International University, where she also teaches. She has published and presented on real-time crime centers, crime gun intelligence, crime analysis, police leadership, technology implementation, and community violence intervention.
