Gunfire incidents are among the most dangerous calls officers respond to, but they often begin with remarkably little information. In Pueblo, just 17% of more than 3,300 ShotSpotter alerts over a two-year period were accompanied by a 911 call — meaning officers frequently respond without caller-provided information about victims, suspects, vehicles or conditions at the scene.
In this webinar, the Pueblo Police Department, SoundThinking and BRINC will discuss how Pueblo PD is using Drone as First Responder (DFR) to help close that information gap. By pairing real-time gunfire detection with its Real-Time Crime Center and DFR program, Pueblo can put aerial visual and thermal intelligence over a scene quickly, giving officers a clearer picture of what may be happening before and during their arrival.
Panelists will explore how ShotSpotter provides an immediate location following suspected gunfire, how Pueblo’s RTCC evaluates those incidents and manually deploys BRINC drones when appropriate, and how DFR can support victim location, suspect tracking, evidence recovery and safer decision-making during fast-moving events.
The session will also look beyond any single technology to examine how Pueblo has incorporated DFR into a broader real-time response strategy — and what other agencies can learn as they evaluate how drones, RTCC operations and gunfire detection can work together to reduce uncertainty for officers in the field.

Sergeant Jeremy Mathews, Pueblo Police Department
Sergeant Jeremy Mathews oversees the Pueblo Police Department’s Real-Time Crime Center (RTCC), where he helps lead the department’s use of real-time technology to support patrol and investigations. A more than 20-year law enforcement veteran, Mathews has served in roles including patrol, traffic investigations, gang investigations, task force operations, and supervision before taking leadership of the RTCC in 2024.
Don Redmond, Vice President of Drone as First Responder (DFR), BRINC Drones
Don Redmond is a retired Chula Vista Police Captain with over 25 years in law enforcement and now serves as Vice President of Drone as First Responder (DFR) at BRINC Drones. He helps public safety agencies integrate drone technology to improve response times and save lives. As Captain, Don oversaw the Emergency Communications Center, City Jail, and UAS operations, leading the development of Chula Vista PD’s pioneering DFR program, now a national model. He holds a Master’s in Administrative Leadership and is a graduate of the FBI National Academy and California P.O.S.T. Command College.
