JULY 16, 2026
10AM Pacific / 1PM Eastern

For the first time, North Carolina cities and counties can deploy automated school zone speed enforcement. Senate Bill 391 establishes a civil, due-process-driven model that helps reduce speeding and protect students — without adding to the burden on sworn officers, and without cost to taxpayers.

In this webinar, SoundThinking and RedSpeed will walk through what SB 391 enables and how agencies across North Carolina are putting it to work. Through a partnership between the two companies, agencies can adopt a fully managed speed enforcement camera program that covers everything from site selection and installation through citation and payment processing — funded entirely through violation revenue, with remaining proceeds returned to local public schools.

The session will also touch on how the same camera infrastructure can support broader public safety goals over time — including the option to add automated license plate recognition for investigative use — so agencies can get more value from a single network as their needs evolve.

Designed for law enforcement leaders, command staff, and municipal decision-makers, this session will focus on the practical questions agencies are weighing as they evaluate whether this model fits their community.

By the end of this webinar, attendees will be able to:

    • Understand what SB 391 enables and how North Carolina agencies are approaching implementation
    • Identify how automated school zone speed enforcement works operationally — from installation through citation and payment processing
    • Recognize what a fully managed, revenue-funded program looks like, including how proceeds support local schools at no cost to taxpayers
    • Evaluate key considerations for determining whether this model is a fit for their community
